CMC's senior staff offers a wealth of correctional healthcare expertise to its clients.
 
Maria Carpio has been CMC's owner and Chief Executive Officer since its inception. She has built CMC from a zero-baseline to a successful company. Ms. Carpio is a "hands-on" administrator who has performed at both the operational and administrative levels, as well as supporting business development and providing fiscal oversight of the company. Previously, Ms. Carpio was a key member of the staff of Correctional Physician Services, Inc. (CPS) where she restructured the Employee Healthcare Benefits Program resulting in significant savings for the company. She also developed the legal team that specifically handled litigation matters, resulting in increased efficiency and further savings. Ms. Carpio restructured Corporate Operating Procedures and improved and implemented Human Resource Directives, minimizing employee litigation.
 

Emre Umar, CMC's President has been a top correctional healthcare executive since 1990. Prior to his current assignment, Mr. Umar was Vice President of Correctional Physician Services, Inc. (CPS). From a single contract, Mr. Umar grew the company to one responsible for the delivery of healthcare services to approximately 40,000 inmates at 32 correctional facilities in Pennsylvania, New York, Illinois, Texas, Florida, and Virginia, with facilities ranging in size from 300 to 3,600 inmates and revenue of $60 million. Mr. Umar directed and oversaw the opening of Contract Laboratory Services, Inc. and CPS Pharmacy Services, Inc., wholly owned subsidiaries of CPS. During that time, Mr. Umar also directed and oversaw the implementation of CPS' utilization management program and its continuous quality improvement program.

Suzanne M. Kronsberg, RN is CMC’s Regional Vice President. Ms. Kronsberg has extensive experience in the development and maintenance of health care programs, including two years as Health Services Administrator at the Bristol County (Massachusetts) Correctional Facilities. Thoroughly versed in medical management, Ms. Kronsberg has previously served seven years as owner of her own nursing training company, including the implementation of a 130-hour CNA course. Prior to that, Ms. Kronsberg worked in a variety of nursing capacities, from hands-on nursing care through nursing supervision and staff coordination for a private corporation.

Dr. Margaret A. Carrillo, our Medical Director, is board-certified in both internal medicine and emergency medicine. She has over ten (10) years of direct correctional healthcare experience and fifteen (15) years as a practicing physician in hospital-based emergency departments. Dr. Carrillo received her medical degree from Harvard University.

Ned Heltzer, R. Ph., MS, our Director of Pharmacy Operations,  has provided and directed pharmacy services for single correctional facilities and entire state prison systems for twenty-five years. He has worked within the institutional pharmacy sector as director of correctional pharmacy services and for one of the nation's largest correctional healthcare providers as vice president of pharmacy affairs. Mr. Heltzer has also provided pharmacy consultant services across the United States and around the world, most recently through the Management Services for Health. He has held positions on numerous advisory panels and boards, is a widely published expert on the treatments of AIDS in the correctional environment; and is a regular contributor to the periodical The AIDS Reader.
 
Dr. Peter J. Baddick, III is CMC's Assistant Medical Director and Director of Utilization Management. Dr. Baddick has extensive experience in the correctional health care environment. He served as Medical Director for the Pennsylvania State Correctional Institutions at Mahanoy and Graterford under Correctional Physician Services and as State and Regional Medical Director for another national health care vendor, where he was also Corporate Medical Director for Clinical Development. Dr. Baddick remains active with the Pennsylvania Department of Corrections and other state governmental bodies, as well as contributing to medical science in a number of highly diversified pursuits, including roles in the pharmaceutical industry, the ongoing development of telemedicine and sports medicine. 

Andre Carpio is CMC’s Director of Business Development and has a central role in ensuring effective company growth and establishing a satisfied client base. He has held several critical management roles, including past assignments as a CMC Health Services Administrator (HSA). Mr. Carpio is an integral part of CMC’s Contract Transition Team, and will have an ongoing role as a liaison between each facility and CMC.

Stephen B. Knowlton, III administers CMC’s Finance and Accounting Department and offers 19 years of management experience, the last six of which have been in the correctional healthcare environment. After 13 years in defense‑related industry, Mr. Knowlton joined Correctional Physician Services (CPS) as Director of Business Development with responsibilities that also included legal and contractual issues. Upon the purchase of CPS assets by Prison Health Services, Inc. (PHS), Mr. Knowlton provided administrative and financial oversight of the transition process, as well as supporting Business Development projects and the operation of its Pennsylvania Regional office. At CMC, Mr. Knowlton continues to support Business Development and contractual issues, as well as all financial reporting, accounts payable, invoicing, payroll, monthly contractual reporting, and all site‑related corporate reporting. Still active as a part‑time instructor in Computer Applications for Pennsylvania State University, Mr. Knowlton is also responsible for directing CMC’s inventory of corporate computer hardware and software assets to enhance Information Technology (IT) capabilities.

In addition to these officers, CMC‘s management team includes experts in the fields of pharmaceutical services, site administration, and financial services. CMC‘s management team brings more than fifty years of collective correctional healthcare experience to its clients.
